I like MiniTool Partition manager on Windows.
It supports everything you'd want it to:
- Create partitions in a variety of formats including NTFS, FAT32, Ext4, and others
- Delete partitions
- Move and resize partitions
- Cloning partitions, even to other partitions
- Backing up partitions
- Edit properties and flags (such as bootable) of partitions
- Partition external drives with more than 1 partition
- Change mounting parameters such as location, drive letter, RW/RO, etc
- Supports MBR and GPT (EFI) boot
- Hide partitions
- Change primary partition to logical and vice versa
- Secure data wiping (anywhere from 1 round of zeroing out to DoD-compliant 16 round random data destruction)
- Convert MBR to GPT and vice versa
- Rebuilding MBR
- Other recovery features such as partition recovery
- A few wizards such as migrating data from a HDD to an SDD, etc
- Windows Storage Space support (useful for dealing with Server 2012 R2 stuff)
